I agree RTI act has many benefits . But consider it's effect on our
bureaucrats. They have another reason to sit tight . Any work gets done by
file moving from one officer to another in different depts . Due to scare
of RTI , bureaucrats are not moving files forward . They imagine this and
that problem on the file notings and send the file back asking for
clarification or asking for changes . Red tape has tightened. More the
rules we make more the bureaucrats get apprehensive of inquiry commissions/
court actions and freeze the files .

In general what we require is not more legislation. But effective' good
enough' implementation. Minor mistakes in implementation should be
acceptable. Courts / Press/ TV should not aim to run down the Govt to
become heroes or for TRP rating . Public should be happy as long as the
work is done, not worry too much if somebody is making money. If there is
credible proof of corruption somebody can approach the courts . The court
should admit the case only if there is a serious problem. There should be
more lateral entries to the bureaucratic stream, like Manmohan Singh,
Raghuram rajan, Verghese Kurien etc.

RTI is good . But officials, press, judges, general public should be more
responsible.
