Let me first of all say that Seshan did not oppose it at any time, but he did not do anything to use it though a number of machines were with the commission.
Secondly the issue about rigging the elections by programming the machines. I do not want to contest the issue that the microchip which the machines can be programmed being not an expert in electronics. But it is not practically possible as the various candidates are assigned their number in the machine only after the withdrawal is completed. In the remaining two weeks time the Returning officer of a Parliamentary constituency has more than 1000 machines in hand for the ballots to be inserted in the machines whereby each candidate is assigned a serial number in the machine. Within the short time available to arrange all the machines, the Returning Officer, who is normally the collector of a district, has to assign the job to a number of his junior officers. None of these persons has the technical know to programme a microchip. Moreover, since more than one person is involved in the operation, any such rigging cannot be kept as a secret as all these officers cannot be having allegiance to the ruling party. Further if the polls could be rigged using the machines, the ruling party would not have lost any elections even in the states.
Now coming to the Right to information. It is a boon to the public to get their work done with the Governmen in time. To state an incident to prove my point, a month back one of my neighbours mentioned to me that his property has been wrongly mutated in the name of another person and for the last two years he has been running after it to rectify it and that he had visited the village office to the R.D.O's office twenty times and every time they ask him to come later. I asked him to file an application under RTI as to the (1) the reason for not rectifying the mutation mistake during the last two years and (2) when it would be done. With in a week he was called by the Information officer and the Dy. Tahasildar was called in his presence and was directed to do the work in a week's time. To make it short, he got the order rectifying the mistake in 10 days times. Now you decide whether RTI Act is useful to the public or not
