Please advise me if anyone knows about new Release Policy (Nakhal kafala)

I am working in a construction company in Jeddah, KSA (Mutual Transfer from another company) and i am completed 1 year with them,

Now i got an offer from another company with better and i like to get release from my company,

My Question is...Do i need to complete 2 years to transfer my visa to new company?? is there any law like that???

Please Advise.....
