Mr. Jonto  had paid excess amount.
 
as per attache rule he as to pay Rs. 300 / 10 grams.
 
in that case he as to pay less than Rs. 1000 only

Really the Government of India is trying to implement the 30-40 days OLD laws to poor NRI's. That means a Person can bring only the worth 10000 RS Gold to india without Duty.
It is less than 4 grams...
All NRI's should Salute --- Indian Government - At last they have done a 'GOOOOD' thing for you...

IMPORT OF JEWELLERY

An Indian passenger who has been residing abroad for over one year is allowed to bring jewelery, free of duty in his bonafide baggage up to an aggregate value of Rs. 10,000/- (in the case of a male passenger) or Rs.20,000/- (in the case of a lady.

I do not fiNd anyhign wrong here. If you cArry more than permissible limits, natually government (customs) have to tax you - to pay customs duty.
escaping the same - don't you think it amounns to smuggling.
