[www.keralites.net] Comprehensive Health Insurance Scheme at a cost of Rs. 30 per family

 

On July 2nd 2008, the Kerala cabinet gave its approval to a Comprehensive Health Insurance Scheme covering the entire state which will come into effect from October 2, 2008, and the like of which does not exist anywhere in the country. The Scheme builds on the Rashtriya Swasthya Bima Yojana (RSBY) of the central government which is meant for BPL workers (as defined by the Planning Commission) and their families, in the unorganized sector.   The annual insurance cover according to the RSBY is for a maximum amount of Rs.30,000 for a family of five, including the worker, spouse, children and dependent parents (if included in the BPL family list), and the annual insurance premium is not to exceed Rs.750 per annum. This premium is to be shared by the Central and state governments, while each beneficiary household is required to pay only an annual registration charge of Rs.30 per family..  
Beneficiary Family:
Coverage under the scheme would be provided for BPL (Absolute Poor), other Poor workers and their families [up to a unit of five) and such other families who subscribe to the Scheme. This would comprise the Household Head, spouse, and up to three dependents. The dependents would include such children and/or parents of the head of the family as are listed as part of the family in the database provided by State Government.  If the parents are listed as a separate family in the database, they shall be eligible for a separate card. Issue of smart card would be the proof of the eligibility for the purpose of the scheme.

Benefits:

a.)    The scheme shall provide coverage for meeting expenses of hospitalization for medical and/or surgical procedures of beneficiary members up to Rs.30,000 per family per year subject to limits, in any of the network hospitals. The benefit on family will be on floater basis, i.e., the total reimbursement of Rs.30,000 can be availed of individually or collectively by members of the family per year.
b.)    Pre-existing conditions/diseases to be covered, subject to minimal exclusions.
c.)    Coverage of health services relating to surgical nature can also be provided on a daycare basis. An indicative list of daycare treatment.
d.)    Provision for transport allowance (actual with limit of Rs. 100 per visit) subject to an annual  ceiling of Rs. 1000 shall be a part of the package.
e.)    Pre and post hospitalization up to 1 day prior to hospitalization and up to 5 days from the date of discharge from the hospital shall be part of the package rates.
f.)    Domiciliary treatment: Not required.
g.)    Maternity benefit: Not required.
 
The Comprehensive Health Insurance Agency of Kerala (CHIAK) is the Nodal Agency constituted for the implementation of the Rashtriya Swastya Bima Yojana (RSBY) - CHIS in Kerala. The RSBY-CHIS aims to cover 35 lakhs BPL families in the unorganised sector in three phases. Akshaya eKendras across the state will embark on this massive enrolment of BPL families. The facility will be available at over 2000 Akshaya centres across Kerala. Earlier, about 1.64 lakhs APL families had registered through Akshaya Centres for CHIS enrolment and they have also been issued the Smart Cards. BPL families can register for the scheme at the nearest Akshaya centre across Kerala. On an average, there are two Akshaya Kendras in each panchayat. They have to pay Rs.30 per family which includes an annual registration fee and the beneficiary contribution. (Rs.5  to be paid at the time of registration and Rs.25 at the time of enrolment.) Akshaya centres will get Rs.12/- per each registration
 
You may not be eligible for  this insurance, but please pass this information to the needy poor people.  Most of our poor people are not aware of this insurance scheme
