That is the IMEI number, not the IP address.

To find IP, Go to   Settings->About device->Status->IP Address   on an Android phone

IP address is what you get from your internet service provider when you connect to the internet (3G, 2G or wifi). This is not unique for every handset like the IMEI number and also will vary every time you connect to the internet (unless you have a static IP from your provider). It depends on your handset settings where it can be found in your handset.
