There is NO Free Visa anywhere....but it can happen anywhere. If a sponsor want to give few visas without any job, he can do it. Few years back UAE also had this type of Visas...when the authority declared amnesty and started to punish those who are issuing Visas without job, it stopped.

Now....Saudi .started to clean up.
