Sanjeev says that surveying a few thousands in a billion is not representative enough. Statistics is a science and according to it there are scientific ways of sampling. That is how gallup polls and exit polls, market surveys etc are conducted to find out peoples likes and dislikes. Thus we can find trends among the population of billions by questioning a few thousands. As for other factors of the index such as per capita income we do not need any surveys of individuals.
