Dear Mr. P Nair,

On seeing the news item in recent news papers I spoke to HDFC customer care executive and asked her if they still charge pre-payment penalty. She said if the loan is on floating rate then it is not charged provided the amount you prepay should be from your own source. I am a bit confused. How are they going to asecretain that the amount being prepaid is from the customer's own money? suppose you make draft from your bank account by depositing cash first into the account (assuming that you do not keep money in savings account) then how the banks are going to asertain the draft is made from your own money or from borrowed money. And even if you borrow money (of course at a cheaper rate) what the hell the bank has to do it with except recovering the loaned money from the customer. As for uniformity of rates of new customers and old customers, from my own experience, I can vouch that they increase the rate of interest every time RBI increases the repo rate/ every quater (during the last 1 1/2 years they have been continuously increasing the rate. But when the rate is decreased by RBI, in the same way, you expect commercial banks to reduce the rate of interest charged on your loan account. But it never happens because you have to follow certain procedure to reduce it. First you have to pay in cash/ cheque at least 0.25% of the principal outstanding along with application in their prescribed format + ID proof/ address proof etc. In short when rates are increased, they increase is automatically and when it is decreased they try their best not to pass it on to the existing customers. ( I am having a housing loan on floating rate with HDFC and I am writing it based on my experience). I request any of our friends who happen to be associated with/ working with HDFC to clarify the above facts for Keralite groups corroboration.

Good News for Home Loan Borrowers - No need to pay prepayment penalty

The announcement of National Housing Board on 19^th Oct, 2011 will bring a relief to the home loan borrowers. The decisions of NHB are as follows:

a) NHB (National Housing Board) has barred the housing finance companies (HFCs) from charging prepayment penalty on floating rate home loans. In case of the fixed rate home loan, the prepayment penalty can be charged. However, in this case, if the borrower is paying from his own sources, there will be no prepayment penalty.

b) The housing board has also directed the HFCs to maintain uniformity in floating rate between new and old borrowers.

This is certainly a favorable development for the existing borrowers as well as new borrowers of home loans. These decisions by NHB will come into effect from 19^th Oct,2011 itself and will cover all housing finance companies including LIC housing finance,HDFC etc.

Prepayment penalty has been in the news for quite some time because of its inherent anti-borrower nature. It was a bottleneck for borrowers from prepaying a home loan by procuring a loan from another bank that offered better rates than the existing bank. The banking ombudsman gets a large number of complaints from borrowers on prepayment penalty. The penalty was, in some cases, as high as 4%. Banks typically charge prepayment penalty when borrowers transfer the loan to another bank. However, some banks used to charge penalty even when borrowers pay it from their own pocket.

The other major complaint for home loan borrowers was the difference in float rates charged for existing borrowers and new borrowers. This was tantamount to banks punishing existing borrowers for their being customers for a longer time. This did not make any sense except that the banks would have to maintain administrative tasks to change the terms and conditions for the existing borrowers.

These steps are part of the program that RBI is planning to implement to improve customer services at banks. There have been concerns in the past several quarters regarding the practices of banks on loan disbursement, prepayment, and rate differentials, and mismatch between change in float rates and change in policy rates. RBI's decision to eliminate prepayment penalty on fixed rate home loan in cases where the borrower pays from his or her sources is debatable

Bankers' request to reduce the prepayment penalty and not do away completely with it is also valid. However, leaving any room for prepayment penalty on floating rate home loan has the potential to bring the situation back

ഇന്ത്യയില്‍ മാത്രം വര്‍ദ്ധിക്കുന്ന പെട്രോള്‍ വിലക്ക് പിന്നില്‍ വിദേശ ശക്തികള്‍ ആയിരിക്കാമെന്ന് സംശയിക്കാം. സാമ്പത്തിക മാന്ദ്യം ലോകത്തെ മുഴുവന്‍ ഗ്രസിച്ചിട്ടും ഇന്ത്യക്ക് കുലുക്കമൊന്നും ഇല്ലാത്തതില്‍ ആശങ്കപൂണ്ടാണ് ഇത്തരം ഒരു നടപടി എന്ന് സംശയത്തെ ന്യായീകരിക്കാം. സാക്ഷാല്‍ ബില്‍ ഗേറ്റ്സിനെക്കാള്‍ സമ്പന്നര്‍ ഇന്ത്യാ രാജ്യത്ത് ഉണ്ടെന്നതും വിദേശ കരങ്ങളെ വിറളി പിടിപ്പിക്കുന്നുണ്ടാകും. ഇന്ത്യന്‍ ഭരണ സംവിധാനം ഒരു വിദേശിയുടെ ചട്ടുകമാകുമ്പോള്‍, ആ ചട്ടുകം പിടിക്കുന്ന കരങ്ങളെ മാത്രം കൈകാര്യം ചെയ്താല്‍ മതിയാകും എന്നതാണ് വിദേശ ശക്തികള്‍ക്ക് ഏറ്റവും സൌകര്യപ്രദമാകുന്നത്.

പ്രധാന മന്ത്രി (പ്ര.മ.), ആഭ്യന്തര മന്ത്രി (ആ.മ.), ധന മന്ത്രി (ധ.മ.) തുടങ്ങിയവര്‍ വിലക്കയറ്റത്തെ എതിര്‍ത്തില്ല എന്നതിന് പുറമേ, കഴുതകള്‍ക്ക് (പൊ.ജ. അഥവാ പൊതുജനം) ആശ്വാസം പകരുന്ന ഒരു വാക്കുപോലും മിണ്ടിയിട്ടില്ല. പകരം എണ്ണ കുത്തകകള്‍ക്ക് (no Spoonerism) സന്തോഷിക്കാവുന്ന സൂചനകള്‍ നല്‍കിയിട്ടുമുണ്ട്. പെട്രോളിയം മന്ത്രി (പെ.മ.) പറയുന്നത്, അദ്ധേഹത്തിനു എണ്ണ കുത്തകകളെ (definitely no Spoonerism) നിയന്ത്രിക്കാനാകില്ല എന്നാണു. അങ്ങനെ പറയുവാന്‍, അദ്ധേഹത്തിനു സങ്കോചവും സങ്കടവും ഉണ്ടാകില്ല, മറിച്ചു പണ്ട് നമ്മള്‍ സ്കൂള്‍ അസംബ്ലിയില്‍ പറയുന്ന പ്രതിജ്ഞ എന്നപോലെ അഭിമാനം കൊള്ളുന്നുണ്ടാകും.

കേരളത്തില്‍ നിന്നും പണ്ടില്ലാത്ത വിധം കേന്ദ്ര മന്ത്രിമാര്‍ ഇപ്പോള്‍ ഉണ്ടെങ്കിലും, നാട്ടുകാര്‍ക്ക് എന്തെങ്കിലും പ്രതീക്ഷയുള്ളതും, അടുത്ത പ്രധാന മന്ത്രിയാകാന്‍ സാധ്യതയുള്ളതും, നിഷ്കളങ്കനും ആയ നമ്മുടെ പ്രതിരോധ മന്ത്രി (പ്രതി.മ. - 'പ്ര.മ.' എന്ന ചുരുക്കെഴുത്ത് പ്രധാന മന്ത്രിക്കു നല്‍കിയത് കൊണ്ടാണ് 'പ്രതി.മ.' എന്ന ചുരുക്കെഴുത്ത്, അല്ലാതെ, ഈ ചുരുക്കെഴുത്തിനു അദ്ധേഹത്തിന്റെ സ്വഭാവവുമായി ആരും ബന്ധം കല്പിക്കരുത്) പതിവുപോലെ മൌന വൃതത്തിലാണ്. ചട്ടുകത്തിനു ചൂട് കൂടുതലായതിനാല്‍ മൂട് പൊള്ളും എന്നതു കൊണ്ടോ അതല്ല ഈ വില വര്‍ദ്ധനവ്‌ കമ്മ്യൂണിസ്റ്റുകാരുടെ ക്രൂരവും പൈശാചികവുമായ പ്രവര്‍ത്തി അല്ലാത്തത് കൊണ്ടോ ആണ് അദ്ദേഹം പ്രതികരിക്കാത്തത് എന്നറിയില്ല. എന്തെങ്കിലും പ്രതികരിച്ചു ചട്ടുകത്തിനെ പ്രതിരോധത്തില്‍ ആക്കേണ്ട എന്ന് കരുതുന്നതിലും തെറ്റില്ല.

ഒരു ഭക്ഷ്യ വകുപ്പ് സഹ മന്ത്രിയുണ്ട്. നമ്മള്‍ അരിയാഹാരം ഉപേക്ഷിച്ചു കൊഞ്ച്, ചിരുത, കരിമീന്‍, കോഴി, ആട്, കാള, പന്നി, പാല്, മുട്ട തുടങ്ങിയവയുടെ ഉപഭോഗം കൂട്ടിയത് കൊണ്ടാണ് ഇന്ത്യയില്‍ ആഹാരസാധങ്ങള്‍ക്ക് വില വര്‍ധിക്കുന്നതും തന്മൂലം രൂപയുടെ മൂല്യം ഇടിയുന്നതും എന്നും അദ്ദേഹം കണ്ടെത്തിക്കളഞ്ഞു. ചാരായത്തിന് പകരം കേരളീയര്‍ രഹസ്യമായി പെട്രോള്‍ കുടിക്കുന്നത് കൊണ്ടാണ് പെട്രോളിയം ഉല്പന്നങ്ങളുടെ ഉപഭോഗം കൂടുന്നത് എന്ന മറ്റൊരു കണ്ടെത്തല്‍, ഒരുപക്ഷെ ഇപ്പോഴത്തെ വിലവര്‍ദ്ധനവിന് അദ്ദേഹം കണ്ടെത്തിക്കളയും എന്നതിനാല്‍ അദ്ധേഹത്തിന്റെ അഭിപ്രായം അന്വേഷിക്കേണ്ടതില്ല.

പൊതുമുതല്‍ നശിപ്പിച്ചാല്‍ നഷ്ടപരിഹാരം നശിപ്പിക്കുന്നവര്‍ നല്‍കണം എന്ന് ബഹു. കോടതി നിര്ധേശിച്ചതിനാല്‍ വിപ്ലവ പാര്‍ട്ടികളുടെ പോരാട്ട വീര്യം പണ്ടേ പോലെ ഫലിക്കുന്നില്ല.

മേല്പറഞ്ഞവ വികാര വിക്ഷോഭത്തിന്റെ ബഹിര്‍സ്ഫുരണം എന്ന് കണക്കാക്കിയാല്‍ മതി. ഇനി എന്റെ സംശയത്തിനു പ്രേരകമാകുന്ന ഘടകങ്ങള്‍ എന്തൊക്കെയെന്നു വിശദീകരിക്കാം.

പെട്രോളിയം ഉല്പന്നങ്ങളുടെ വില വര്‍ധന അടിസ്ഥാന പരമായി എല്ലാ മേഘലയെയും ബാധിക്കുന്ന ഒന്നാണ്. അത് ഏറ്റവും കൂടുതല്‍ ബാധിക്കുന്നത് ഉപഭോക്താക്കളെയും തദ്വാര കേരളത്തെയും. (ലോകത്തിലെ ഏതു ഉല്‍പ്പന്നവും വിറ്റഴിക്കുവാന്‍ പറ്റുന്ന സ്ഥലമാണ് കേരളം, മൊട്ടു പിന്നു മുതല്‍ മട്ടുപ്പാവ് വരെയും, അരി മുതല്‍ അഴിമതി വരെയും, വിവാഹം മുതല്‍ വിവാദം വരെയും, മരുന്ന് മുതല്‍ മാറാവ്യാധി വരെയും ഇവിടെ സുലഭമായും ആദായകരമായും വിറ്റഴിക്കാം. ഇവിടെ സാധ്യതയില്ലാത്തതു വ്യവസായം മുതല്‍ വികസനം വരെയുള്ളത് മാത്രമാണ്.) അങ്ങനെ എല്ലാ മേഘലയിലും വിലക്കയറ്റം ഉണ്ടാകും. വിലക്കയറ്റം, നിത്യ വില സൂചിക ഉയര്‍ത്തും. ടി സൂചി രൂപയുടെ മൂല്യത്തിന്റെ മുനയൊടിക്കും. വീണ്ടും പെട്രോള്‍ കമ്പനികള്‍ നഷ്ടത്തിലാകും, അവരും വില കൂട്ടും. ഇതൊരു അനന്ത ശൃംഗലാ പ്രതിപ്രവര്‍ത്തനം (endless chain reaction - എന്റെ ഭാക്ഷാന്തരീകരണം) ആകും. അങ്ങനെ, ഇന്ത്യയുടെ സാമ്പത്തിക മേഖല തകര്‍ന്നു തരിപ്പണമാകും. അത് ആഭ്യന്തര കലഹത്തിനും, തന്മൂലം വിദേശ ശക്തികള്‍ക്ക് ഇവിടെ നേരിട്ടുള്ള ആധിപത്യത്തിനും, അതുവഴി നമ്മുടെ അനന്തവും അജ്ഞാതവുമായ സമ്പത്ത് (പപ്പനാവന്റെ നിധി ഉള്‍പ്പെടെ) അവരുടെ കൈ-കാലുകള്‍ക്കിടയില്‍ ഭദ്രമാകുകയും ചെയ്യും.

പല സഹസ്രാബ്ദങ്ങള്‍ അടിയാന്മാരായിരുന്ന നമുക്ക് എന്നും അടിമകളായി മാത്രമേ കഴിയാനാകൂ. അത് നമ്മുടെ രക്തത്തില്‍ അലിഞ്ഞു ചേര്‍ന്ന് പോയി, മാറ്റാനാകാതെ. അങ്ങനെ, വീണ്ടും, അക്ഷരാര്‍ത്ഥത്തില്‍ നമ്മള്‍ അടിമകളായി തീരുന്ന ആ സുദിനത്തിനായി ആകാംക്ഷാ നിര്ഭരരായി നമുക്ക് കാത്തിരിക്കാം.

ബഹുമാനപ്പെട്ട കോടതിപോലും പ്രതികരിക്കണം എന്ന് പറഞ്ഞിട്ടുള്ളതിനാല്‍ ഇത്ര എങ്കിലും പ്രതികരിച്ചില്ലാ എങ്കില്‍, ഞാന്‍ തീരെ അനുസരണ ഇല്ലാത്ത ഒരു അടിമയായി അധപതിച്ചു പോകും എന്നതിനാല്‍ ഇത്രയും പ്രതികരിക്കുന്നു.

Apart from price hike, every time Kerala is the only place were people suffer due harthals in the name of same. Result? ............. Every one knows. (Beaverage stores and poultry operators gain extra bug).

Refining is alucrative business. Only bcos of that business men Aniyan Baava and Chetan Baava entered to this. Also money sacks like Sasi and Ravi Ruia (Essar) found a place in this field. It is interesting that oil rotates around Gujarat business men. When Hutch left Indian mainland these humble brothers not only retained their share as is where is condition but also got a palm lubriation of Rs.25,000/- crores (250000,00,0000) Mr.Ratan Tata answered recently to a scribe that we are industrialists and not business men like others. Question was why you stood helping hand from day one to your entire Taj Hotel employees and all sufferers of surrounding/connected areas including families of BEST Drivers who attended duty to shift RAF to the spot.

So now it is the era of politicians and business men in India.

Further it is better to check whether Crude Oil laiden extra large tanker ships are reaching Indian shores without any pilferage from them in between in favour of other pvt refiners. Indane/LPG Gas filling plants are burning LPG thru their flairs to atmosphere 1000 times more than what is allowed. Mismanagement is seen here. Once all LPG cylinder suppliers came to govt. for not clearing their bills for supplied cylinders. Next day order sent to all banks telling that no loans should be given to cylinder fabricators forth with. Like that managed cylinder manufacturers! Loss in LPG supply (Rupee) can be calculated considering the Flair burning waste too. Good tanker wagons filling stations are another horrible 'waste' lands. A jeeppatrollingin a refinery caused for fire on a overflowing petrol tanker in the midnight causing loss of crores of rupees. These are tip of iceberg of total wastage.

In such a situation protest on road is meaning less. All the years there were protests in every sector like political parties, transporters etc., even then today's price has reached a new high. You know the economic theory " If demand increases the price is also increasing and if the demand decreases the price is also decreases". So the only way is REDUCE THE LEVEL OF CONSUMPTION OF PETROL. Only if everyone follow this, the price will come down. If every one think that this should be followed by others and not by themselves the priceof petrol willincrease further.

HENCE, IT IS HIGH TIME TO THINK & REACT TO TAKE SUITABLE ACTION AS TO HOW PROBLEM COULD BE SOLVED, ON TOP PRIORITY BASIS. AIRING JUST SOME COMMANTS ON THIS ISSUE ALONE WILL NOT BE GOING TO SERVE THE PURPOSE AT ALL.

IT IS MY OPINION THAT, ANNA HASSARE TYPE OF STRONG, BUT PEACEFUL, AGITATION (WITHOUT LOOKING TO ANY PARTY BASIS) CAN ONLY BE THE BEST & IMMEDIATE SOLUTION FOR THIS PROBLEM, SO THAT GOVT WILL BE FORCED TO TAKE BACK THE PRICING AUTHORITY FROM PVT PARTIES & RECONSIDER FOR FIXING OF FAIR PRICES OF ALL PETROLEUM PRODUCTS. OTHERWISE THERE WILL NOT BE A FAVOURABLE SOLOTION & ONE DAY PEOPLE WILL REACT STRONGLY & THE GOVT WOULD NOT BE ABLE TO CONTROL THE DANGEROUS SITUATION.

PLEASE TREAT IT AS A COMMON ISSUE FOR THE BENEFITS OF ALL INDIAN PEOPLE, WITHOUT TAKING ANY POLITICAL CONSIDERATIONS OR WHAT EVER ...

It is true and very sorry to say that the quality of engineers come out from kerala is substamdard.One of the project Managers of a Dubai based company during a casual conversation says, he went ro Kerala for recruitment, many people turned up for interview,but could select only three guys,as most of them were unable answer even the basic questions about the subjects. Finally they recruited people from Kanpur and Delhi.There are engineeers from kerala, is working for salary as low as 3000 DHS

സര്‍ക്കാര്‍ കോളേജുകളിലെ അധ്യാപകര്‍ക്ക് 40,000 മുതല്‍ ഒരു ലക്ഷം രൂപവരെ ശമ്പളം ലഭിക്കുമ്പാള്‍ സ്വകാര്യ കോളേജുകളില്‍ ഇത് 12,000 മുതല്‍ 25,000 വരെയാണ്. അധ്യാപകര്‍ക്ക് എംടെക് വേണമെന്ന് ദേശീയ സാങ്കേതിക വിദ്യാഭ്യാസ കൗണ്‍സില്‍(എഐസിടിഇ) വ്യവസ്ഥയുണ്ടെങ്കിലും ഭൂരിപക്ഷം കോളേജുകളും പാലിക്കാറില്ല. ബിടെക്കുകാരാണ് മിക്കയിടത്തും പഠിപ്പിക്കുന്നത്. പരമാവധി 2-3 വര്‍ഷം മാത്രം പരിചയമുള്ളവരാണ് ഇതിലധികവും. എംടെക്കുകാരെ കിട്ടാനില്ലെന്നാണ് മാനേജ്മെന്റകളുടെ ന്യായീകരണം.

Meanwhile, എംടെക്കും പിഎച്ച്ഡിയുമുള്ളവര്‍ കേരളത്തിനു പുറത്തുള്ള സ്വാശ്രയ കോളേജുകളില്‍ ജോലി ചെയ്യുന്നുണ്ട്. മെച്ചപ്പെട്ട ശമ്പളവും ആനുകൂല്യങ്ങളുമാണ് അവരെ അങ്ങോട്ട് ആകര്‍ഷിക്കുന്നത്. സ്വാശ്രയ കോളേജുകളിലെ ഈ അവസ്ഥ വിദ്യാഭ്യാസനിലവാരത്തെ ഗുരുതമായി ബാധിക്കുന്നതായി വിദ്യാര്‍ഥികള്‍ പറയുന്നു.

സര്‍ക്കാരുമായി ധാരണയുള്ള കോളേജുകളില്‍പോലും 50 ശതമാനം മാനേജ്മെന്റ് സീറ്റുകളില്‍ 75,000 മുതല്‍ ഒന്നേകാല്‍ ലക്ഷം വരെയാണ് വാര്‍ഷികഫീസ്. എന്‍ആര്‍ഐ ക്വാട്ടയില്‍ 1,75,000 മുതല്‍ രണ്ടുലക്ഷംവരെയും. കൂടാതെ, തലവരിയായും ഡിപ്പോസിറ്റായും ലക്ഷങ്ങള്‍ വാങ്ങുന്നു. ആവശ്യക്കാരേറെയുള്ള ബ്രാഞ്ചുകള്‍ക്ക് അഞ്ചുലക്ഷംവരെയാണ് കോഴ.

ആറു ബ്രാഞ്ചുള്ള കോളേജില്‍ 420 കുട്ടികളുണ്ടാവും. ഇവിടെ 132 അധ്യാപകര്‍ വേണമെങ്കിലും പലയിടത്തും അത്രയില്ല. ഒരു കോളേജിന് ഫീസ് ഇനത്തില്‍ പ്രതിവര്‍ഷം 10-15 കോടിയോളം രൂപ കിട്ടുന്നു. പരമാവധി അഞ്ചുകോടിയാണ് വാര്‍ഷികച്ചെലവ്. എന്നാല്‍ , നിലനില്‍പ്പ് അപകടത്തിലാണെന്നു പറഞ്ഞാണ് മാനേജ്മെന്റുകള്‍ ഫീസ് ഉയര്‍ത്തണമെന്ന് വാദിക്കുന്നത്.

സംസ്ഥാനത്ത് 107 സ്വാശ്രയ എന്‍ജിനിയറിങ് കോളേജുകളുണ്ട്. എംടെക് ബിരുദമുള്ളവരെ അധ്യാപകരായി കിട്ടാനില്ലെന്ന് കേരള സെല്‍ഫ് ഫിനാന്‍സിങ് എന്‍ജിനിയറിങ് കോളേജ് അസോസിയേഷന്‍ ചെയര്‍മാന്‍ ജിപിസി നായര്‍ പറയുന്നു.

പരിചയസമ്പന്നരായ അധ്യാപകരില്ലാതെ സ്വകാര്യ സ്വാശ്രയ കോളേജുകളുടെ നിലവാരം മെച്ചപ്പെടില്ലെന്ന് തൃശൂര്‍ ഗവ. എന്‍ജിനിയറിങ് കോളേജിലെ ഇലക്ട്രിക്കല്‍ വിഭാഗം മുന്‍ മേധാവി പ്രൊഫ. ടി എം സുദര്‍ശനന്‍ പറഞ്ഞു.

How should People react, sirs? Today Indian PM said, we have to give up the right to control the market price of some for materials. Kerala Assembly demands to regain the right to control the market price of oil, by central cabinet.

We the citizens can't laugh at these comedian actions of court and governments, due to poverty.

Surely people will take firm actions soon, then no one should say that it is "terrorism" or "maoism". The government is forcing the people to take such actions.

Ministers and politicians and burocrats like him do not have to worry to what ever the fuel price, even if it reaches Rs. 500/- per Ltr. they have nothing to worry, because they run their vehicle on public's money and not to spend a single paise from their pocket. If the rule is changed to bear the cost of expenses incurred by the individual politicians, netas, burocrates, then we will see whether they clap their hands when the oil companies rise the price every alternate days. Why the government is not taking any action to reduce the duty and taxes on fuels to compensate the increased price in the international market. Why the oil companies did not reduce the price when, very recently, the price per barrel of crude oil wend down? politicians, burocrates and such bloody oil companies are two sides of a coin, no difference, head or tail, it will come on poor public's back. And, our back have enough capacity to bear all these burdens - we the donkies.
