I would like to strongly extend and express my support to Dilip. The Draft Bill Seems to be absolutely Ok. The Fine also looks to be absolutely fine but definitely the Jail Terms should be removed.
India is a country where 80 percent of people are living with in a daily income range of Rs. 20 to less than $1.00 (Rs. 50.00). The major problem is to feed huge population with the limited income and limited resources.
Learn from China - The Chinese Government has made is mandatory to have only One Child for a Couple. Unlike India, there the rules remain strict and hence it had been much successful in controlling the population by reducing the Population Growth Rate.
If the terms of the current Draft Bill doesn't seems to be adequate or feels the terms had been a bit rude, let the Government appoint another commission and go for an alternative bill or make amendments to the current draft.
But any action to control the population should be made As Soon As Possible.

THE BILL IS ABSOLUTELY OK... ONLY THING IS, THAT SHOULD NOT INCLUDE FINES AND JAIL TERMS FOR THOSE WHO WANT MORE THAN 2 CHILDREN..ITS UPTO THE PARENTS TO HAVE AS MANY CHILDREN AS THEY WANT - BUT GOVERNMENT SHOULD NOT GIVE ANY SPECIAL ADVANTAGES TO THE THIRD FORTH FIFTH AND... ALL THE REST OF CHILDREN... THOSE WHO WANT TO PRODUCE WITHOUT CONTROL, SHOULD BE PREPARED TO FEED THEM AND SCHOOL THEM WHITH OUT GOVT SUPPORT. THERE ARE TOO MANY SUPPORT LIKE RESERVATION TO MINORITIES ETC AT THE EXPENSE OF COMMON MAN. TAX IS PAID EQUAL BY EVERY BODY BASED ON HOW MUCH WE EARN. SO WHY EXPECT MORE BACK FROM GOVT??

തിരുവനന്തപുരം: രണ്ട് കുട്ടികളില്‍ കൂടുതല്‍ പ്രോത്സാഹിപ്പിക്കാനാകില്ലെന്ന ജസ്റ്റിസ് കൃഷ്ണയ്യര്‍ കമ്മീഷന്‍ റിപ്പോര്‍ട്ട് അംഗീകരിക്കാനാകില്ലെന്ന് കേന്ദ്ര ആരോഗ്യ കുടുംബക്ഷേമ മന്ത്രി ഗുലാം നബി ആസാദ്. രണ്ടു കുട്ടികളില്‍ കൂടുതല്‍ ഉള്ളവര്‍ക്ക് ആനുകൂല്യങ്ങള്‍ നിഷേധിക്കപ്പെടില്ലെന്നും മന്ത്രി വ്യക്തമാക്കി. ശുപാര്‍ശയെ കേന്ദ്രം പിന്തുണയ്ക്കില്ലെന്നും ഇത് നടപ്പാക്കാനാകില്ലെന്നും മന്ത്രി പറഞ്ഞു. ജനസംഖ്യാ നിയന്ത്രണത്തിനുളള വ്യവസ്ഥകള്‍ കര്‍ശനമാക്കണമെന്ന് വ്യവസ്ഥ ചെയ്യുന്നതാണ് വിമന്‍സ് കോഡ് കരട് ബില്ലിലെ ശുപാര്‍ശകള്‍. രണ്ടുകുട്ടികളില്‍ കൂടുതലുള്ളവര്‍ക്ക് 10,000 രൂപ പിഴയോ മൂന്നുമാസം തടവോ വ്യവസ്ഥ ചെയ്യുന്നു. ഇവര്‍ക്ക് സര്‍ക്കാര്‍ ആനുകൂല്യങ്ങള്‍ നിഷേധിക്കണമെന്നും ബില്ലില്‍ വ്യവസ്ഥയുണ്ട്. ജസ്റ്റിസ് വി.ആര്‍.കൃഷ്ണയ്യര്‍ അധ്യക്ഷനായ പത്തംഗ സമിതിയാണ് കരട് ബില്‍ തയാറാക്കിയത്.
