Islamist organisation Popular Front of India (PFI) came under the scanner for its role in the Delhi riots and investigation in this case exposed the involvement of 'Rehab India', an associate organisation of  PFI, which was used by the latter to mobilise funds to fuel anti-CAA (Citizenship Amendment Act) protests in the country. According to the ED (Enforcement Directorate) PFI opened 27 bank accounts in its name out of which held by Rehab India and a total of 120 crores were received by PFI.

So what exactly is Rehab India Foundation (RIF)? Their website states that the foundation was set up on 17th March 2008 with the intention of 'rehabilitating the marginalised section of rural India'. As per the information provided in their website they started out by adopting 51 families in a riot hit village of Assam and followed this 'success' by adopting 60 more villages in Bihar, West Bengal, Assam, Karnataka, Tamil Nadu, Manipur, Uttar Pradesh and Andhra Pradesh. These so called village development programmes run for five years and are supplemented by various 'important short term programmes'. However, there is no information provided about what these important short term programmes are.

Our sources have brought to our attention that Rehab India is not being transparent in putting out all the information which indicates that something fishy is going on behind the scenes. None of the important information is accessible and most sections either display a 'virus alert' or 'page not found'. In addition, there is no information regarding the law under which the foundation has been established.

In other words, whether it is a trust, society or any other form of organisation and also who is funding it, its account details as also when it received FCRA (Foreign Contribution Regulation Act) certificate. The foundation website also does not give out the names of the areas in which it has carried out its rehab activities. Corporates, GoI (Government of India) and NGOs Empower India Foundation, Ideal and Identical Minority Advancement Nexus (IIMAN), Heal India and India Fights Covid with Rehab have been listed as its partners.

Although RIF's bank details have been provided on the website along with the message that donations are exempt under section 80G of the Income Tax Act, the organisation does not figure in the list of associations granted FCRA permission for Delhi, 2010 (assuming that RIF's FCRA registration was done by 2010) as per information provided by FCRA website. With so many details shrouded in secrecy and the ED specifically stating that Rehab India was used by PFI to receive funds from abroad that was later put to use to create communal disturbance in the name of anti-CAA protests.

Remiz Muhammad has been listed as the founder of Rehab India and surprisingly he is not a trustee. Among those associated with RIF is Congress member and close Gandhi family aide Sam Pitroda. Another Trustee is Advocate Bhavani B Mohan belonging to Tamil Nadu is a known Modi hater who was seen lecturing in an event organised by PFI's political wing SDPI, and also a Maoist sympathiser who appeared as a defence lawyer for Maoist Deepak.

With much of the important information being withheld, coupled with ED's revelation that the foundation was used by PFI to route foreign funds into the country in an attempt to destabilise it, we wonder how many more and what kind of skeletons are hidden in the RIF cupboard.
