This is in Hanoi, Vietnam
The trains in Hanoi are at street level and the track is not fenced off.
At some crossing, there are not even barriers. As a result the track is used as a park for some.
The clue is to remember the schedule the train passes around a particular spot and to get out of the way.
Everyone seems happy with the arrangement
