And what does these monkeys do? They search for opportunities for some lucrative scams and in case of customs and excise dig for information on how to either fleece the employees or loot others. Bah ! our "democrazy" has made such abhorrent things happen. Peoples Representation Act should be completely re-written and only meritorious and educated (not those money paid degrees from some unknown universities) must be allowed to contest election. More women to be elected since they will reduce corruption and no reservation – only merit should be allowed.

how about a minimum educational qualification for a class 4 in Govt office I think it is 8th std pass or now 10th pass. But to become MLA or Mp no educational qualification necessary. Any donky can become. And the top of it I have seen these bunch of JHONYS coming to Custom N Central excise offices as PARLIAMENOTRY COMMITTEE. The IRS officers will be on their toes till such time these monkeys leave. The whole day the dept cannot work.

Even for the post a peon in Govt.office there is police verification to know whether there is any criminal case pending against the candidate.After which only the posting will be regularized and probation declared.

യോഗ്യന്മാരെന്നു ജനം കരുതിയ ജനപ്രതിനിധികള് സ്വയം പരമനാറികളാണെന്നു രാജ്യത്തോടു മുഴുവന് ഉറക്കെ പ്രഖ്യാപിക്കുന്ന നാണവും മാനവുമില്ലാത്തെ ഓര്ഡിനന്സിനാണ് അംഗീകാരം നല്കാന് ക്യാബിനറ്റ് ഒരുങ്ങുന്നത്. ക്രിമിനല് കേസുകളില് ശിക്ഷിക്കപ്പെട്ട ജനപ്രതിനിധികളെ അയോഗ്യരാക്കുന്ന നീതിയുക്തമായ ഒരു വിധിയെ മറികടക്കാന് ഭരണഘടനാവിരുദ്ധമെന്നു സുപ്രീം കോടതി നീരിക്ഷിച്ച വഴികള് തേടുന്നവരോട് തെല്ലും ബഹുമാനമോ ആദരവോ അവശേഷിക്കുന്നില്ല എന്നത് തുറന്നുപറയാനാഗ്രഹിക്കുന്നു. ഇന്ത്യന് ജനാധിപത്യത്തിനു കരുത്തും വിശ്വാസ്യതയും പകരുന്ന ചരിത്രപരമായ വിധി, കോടതി കുറ്റവാളികളെന്നു കണ്ടെത്തിയ ജനപ്രതിനിധികളെ അയോഗ്യരാക്കുന്നതായിരുന്നു. വിധി പുനപരിശോധിക്കണമെന്നാവശ്യപ്പെട്ട സര്ക്കാരിനോട് അത് അസാധ്യമാണെന്നു പറഞ്ഞ സുപ്രീം കോടതി, കുറ്റവാളികളെന്ന് കോടതി വിധിച്ചശേഷവും എം.പിമാര്ക്കും എം.എല്.എമാര്ക്കും നിയമനിര്മാണ സഭകളില് തുടരാന് അനുവാദം നല്കുന്ന ജനപ്രാതിനിധ്യ നിയമം എട്ടാം വകുപ്പിലെ നാലാം ഉപവകുപ്പ് ഭരണഘടനാവിരുദ്ധമാണെന്നതു വ്യക്തമാക്കുകയും ചെയ്തിരുന്നു. അതിനെ മറികടക്കാന് നിയമം രചിക്കുന്നവര്ക്ക് ഈ രാജ്യത്തെ ഭരണഘടനയോടും ജനങ്ങളോടും എന്തെങ്കിലും പ്രതിബദ്ധതയുണ്ടെന്നു വിശ്വസിക്കുക പ്രയാസമാണ്.
ജനാധിപത്യത്തിന്റെ സുപ്രധാനമായ തൂണുകളിലൊന്നാണ് ജുഡീഷ്യറി എന്നാണ് നമ്മെ പഠിപ്പിച്ചിരിക്കുന്നത്. ആ ജുഡീഷ്യറി ഓരോ വിധികള് പുറപ്പെടുവിക്കുന്നത് നേരമ്പോക്കിനു വേണ്ടിയാണോ എന്നു നമുക്ക് തോന്നിപ്പോവുന്നത് പല വിധികളോടുമുള്ള എക്സിക്യുട്ടീവിന്റെ പ്രതികരണം കാണുമ്പോഴാണ്. അഴിമതിയില് മുങ്ങി നില്ക്കുന്ന ഭരണസംവിധാനത്തെ ശുദ്ധീകരിക്കുന്നതിനുള്ള വിധികള് നല്കുന്ന നീതിപീഠത്തെ പുതിയ നിയമങ്ങള് നെയ്തു പ്രതിരോധിക്കുന്ന ഭരണാധികാരികള് ജനാധിപത്യത്തിലെ ഏറ്റവും വലിയ അശ്ലീലങ്ങളിലൊന്നാണ്. ക്രിമിനലുകള് ജനപ്രതിനിധികളാകണമെന്ന് ആഗ്രഹിക്കുന്ന രാഷ്ട്രീയകക്ഷികള് അതിനു വേണ്ടി നിയമമുണ്ടാക്കുമ്പോള് അപകടത്തിലാകുന്നത് സമൂഹത്തിന്റെ നീതിബോധമാണ്. കള്ളന്മാരെയും കൊലപാതകികളെയും ജനപ്രതിനിധികളായി നിലനിര്ത്തുന്നതിനു വേണ്ടി ഭരണഘടനയെ വെല്ലുവിളിക്കുന്നവര് കമ്മിഷന് കൊടുത്താല് ആര്ക്കു വേണ്ടിയും എ്ന്തു നിയമവും ഉണ്ടാക്കി പാസ്സാക്കില്ല എന്നതിന് പ്രത്യേകിച്ച് ഒരുറപ്പുമില്ല.
ഇത്തരത്തില് ഒരു ഓര്ഡിനന്സ് കൊണ്ടുവരാന് എന്തൊക്കെ ന്യായങ്ങള് നിരത്തിയാലും എത്രയൊക്കെ വാദങ്ങളുന്നയിച്ചാലും യഥാര്ത്ഥകാരണങ്ങള് കണക്കുകളില് വ്യക്തമാണ്. വിവിധ റിപ്പോര്ട്ടുകള് അനുസരിച്ച് രാജ്യത്തെ ജനപ്രതിനിധികളില് 30 ശതമാനവും ക്രിമിനല് കേസില് പ്രതികളാണ്. അതില്ത്തന്നെ 14 ശതമാനം പേര്ക്കെതിരെയുള്ളത് ഗുരുതരമായ കുറ്റമാണ്. ഏകദേശ കണക്കുകള് അനുസരിച്ച് രാജ്യത്തെ ആകെയുള്ള 543 എം.പി.മാരില് 162 പേര്ക്കുമെതിരെ ക്രിമിനല് കേസുകളുണ്ട്. രാജ്യസഭയിലെ 232 അംഗങ്ങളില് 40 പേര്ക്കെതിരെ ക്രിമിനല് കേസുണ്ട്. രാജ്യത്തെ 4032 എം.എല്.എ.മാരില് 1258 പേര്ക്കെതിരെയും ക്രിമിനല് കേസുണ്ട്. കേരളത്തിലെ 48 ശതമാനം ജനപ്രതിനിധികള്ക്കെതിരെയും ക്രിമിനല് കേസുകളുണ്ട്. ഇതില് ഒന്പത് ശതമാനം പേര്ക്കെതിരെ ഗുരുതരമായ കുറ്റമാണുള്ളത്. ബിഹാറിലെ 58 ശതമാനവും ഉത്തര്പ്രദേശിലെ 47 ശതമാനവും എം.എല്.എമാര്ക്കെതിരെ ക്രിമിനല് കേസുണ്ട്. ജാര്ഖണ്ഡ് മുക്തി മോര്ച്ചയിലെ തിരഞ്ഞെടുക്കപ്പെട്ട 82 ശതമാനം ജനപ്രതിനിധികള്ക്കും ക്രിമിനല് കേസുകളുണ്ട്. ആര്.ജെ.ഡി.യിലെ 64 ശതമാനവും സമാജ്വാദി പാര്ട്ടിയിലെ 48 ശതമാനവും ബി.ജെ.പി.യിലെ 31 ശതമാനവും കോണ്ഗ്രസ്സിലെ 21 ശതമാനവും ജനപ്രതിനിധികള് ക്രിമിനല് കേസ് നേരിടുന്നു.
വിവരവും വിദ്യാഭ്യാസവും മനുഷ്യത്വവും സംസ്കാരവുമുള്ള മനുഷ്യര് രാഷ്ട്രീയത്തിലിറങ്ങാന് ധൈര്യപ്പെടാത്തതുകൊണ്ട് പക്കാ ക്രമിനലുകള് തന്നെ നമ്മുടെ ജനപ്രതിനിധികളായി തുടരേണ്ടത് കാലഘട്ടത്തിന്റെ കൂടി ആവശ്യമാണ്. ക്രിമിനലുകളായ ജനപ്രതിനിധികളെ അയോഗ്യരാക്കുന്ന സുപ്രീംകോടതി വിധിയെ മറികടക്കുന്നതിനുള്ള എത്രാമത്തെ ശ്രമമാണ് എന്നറിയില്ലെങ്കിലും ഇത്തവണ സംഗതി വിജയിക്കുക തന്നെ ചെയ്യും. ക്രിമിനല് കേസില് ശിക്ഷിക്കപ്പെട്ട ജനപ്രതിനിധികള്ക്ക് അധികാരത്തിന്റെ കോണകശീലയില് തൂങ്ങിക്കിടക്കാന് അവസരമൊരുക്കുന്ന പുതിയ ഓര്ഡിനന്സ് പാസ്സാക്കുമ്പോള് പൊതുനന്മയെ കരുതി വിധി പ്രസ്താവിച്ച നീതിപീഠത്തെ നോക്കി രാജ്യത്തെ ജനപ്രതിനിധികള് 'ഡാ ശുംഭാ' എന്നു വിളിക്കുന്ന എഫക്ടാണ്. ജനാധിപത്യസംവിധാനത്തിലൂടെ തിരഞ്ഞെടുക്കപ്പെട്ട ജനപ്രതിനിധികളോടുള്ള ബഹുമാനം ഒട്ടും കുറയ്ക്കാതെ തന്നെ, ക്രിമിനല് കുറ്റങ്ങള് ചെയ്യുകയും ജനപ്രതിനിധികളായി തുടരുകയും വേണമെന്നു വാശിയുള്ള നേതാക്കന്മാരോട് ഒന്നേ ചോദിക്കാനുള്ളൂ- പോയി ചത്തൂടേ?
