Shri Dattathraya / Anjaneya Temple, Desom, Aluva, Ernakulam The History There are a number of sacred rivers in our country and Periyar is one of the major rivers in Kerala. Periyar reaches Aluva, a town in Ernakulam district and gets divided into two near the Aluva Siva temple and  flows westwards. Sri Datta Temple is situated at Desom, the calm and naturally beautiful northern banks of the river where yagas were performed earlier. The temple is close to NH47 from Aluva to Ankamally and is reachable by taking Swargam road soon after crossing Mangalappuzha bridge and walking about 200 meters. The temple can also be reached by taking a turn to Kalady road from Desom junction and taking a right turn after 200 meters and walkng about 150mts. There is yet another way to the temple by alighting at Kunnumpuram bus stop and coming  down through the road near Ananthapura temple. The idol of Sidharaja Dattatraya, the union of the trinities, Brahma,Vishnu and Mahesa, guru to the sage Parasurama was consecrated on 1991, Chaitra 1st in the star Revathy (1991 March 18) by Sri Sri Sri Ganapathy Sachidananda Swamiji of the Avdhooda Datta Peetta and Sri Mahaganapathy as the sub idol .The idol of Karya Sidhi Anjaneya was consecrated on 1999, December 13th th by poojya swamiji. The three deities showers blessings on all the devotees and the entire village. Coconut Pooja   Devotees who perform Mandla Nalikera Vritham(Special coconut pooja) offer a coconut with husk to the temple which remains there for 41 days for poojas. They should chant "OM SRI KARYASIDHI ANJANEYA SWAMINAE NAMAH" at least 108 times a day, come to the temple daily or as per the convenience and perambulate for 41 times. On the 41st day, the devotees need to reach the temple, get the coconut back and take it home as prasadam and consume it. The pooja brings all wishes cherished, obstacles removed, sufferings ended and this is the most famous offering at this temple How to do Nalikera Vritham? Obtain receipt from the pooja counter furnishing name and birth star of the devotee.   Take a coconut (provided at the temple) and place it along with the receipt on the holy steps of Hanuman temple.     The coconut received after pooja should be taken by the devotee and he/she should do 3 perambulations holding the coconut in their hands. It may be handed over at counter no:2 after that and the balance of 38 perambulations needs to be done.     The devotee should be on a strict vegetarian diet for the next 41 days after tying the coconut. He has to chant "OM SRI KARYASIDHI ANJENEYA SWAMINAE NAMAH" for 108 times in the morning and evening. Hanuman chalisa, other slokas and keerthanas can also be chanted.     On the 41st day, the devotee should come to the temple and collect the coconut and take it back home as prasada.       Nandakumar

അഴിമതിയുടെ അഴിഞ്ഞാട്ടം

 

__ചെറിയാന്‍ ഫിലിപ്പ്

 

 

ഇന്ത്യയിലെ ജനാധിപത്യഭരണം ബാല്യദിശയില്‍ത്തന്നെ അഴിമതിയുടെ ചെളിക്കുണ്ടില്‍ വീണിരുന്നു. രക്തസാക്ഷിത്വത്തിന് ഒരു മാസംമുമ്പ് മഹാത്മാഗാന്ധി ഒരു പ്രാര്‍ഥനായോഗത്തില്‍ വെട്ടിത്തുറന്നുപറഞ്ഞു: ""അഴിമതി രാജ്യവ്യാപകമായി പടരുകയും വര്‍ധിക്കുകയും ചെയ്യുന്നതായി വിശ്വസനീയമായ കേന്ദ്രങ്ങളില്‍നിന്നും ഞാന്‍ മനസ്സിലാക്കുന്നു"". ആന്ധ്രയിലെ അഴിമതികളെപ്പറ്റി ദേശഭക്ത കൊണ്ട വെങ്കടപ്പയ്യ എഴുതിയ കത്താണ് ഗാന്ധിജി ഉദ്ധരിച്ചത്. സ്വതന്ത്ര ഭാരതത്തിലെ അഴിമതിയുടെ കറുത്ത അധ്യായം ഇവിടെനിന്ന് ആരംഭിക്കുന്നു. കശ്മീര്‍ യുദ്ധവേളയില്‍ പ്രതിരോധവകുപ്പ് ഇംഗ്ലണ്ടില്‍നിന്ന് 4000 ജീപ്പ് വാങ്ങിയതിലെ അഴിമതിയാണ് ദേശീയതലത്തില്‍ ആദ്യവിവാദമുയര്‍ത്തിയത്.

 

കോടിക്കണക്കിനു രൂപയുടെ ബജറ്റ് വിഹിതമുള്ള പ്രതിരോധവകുപ്പ് എന്നും അഴിമതിയുടെ അക്ഷയഖനിയായിരുന്നു. വെടിക്കോപ്പുകളും പാറ്റന്‍ ടാങ്കുകളും ബോംബും വിമാനങ്ങളും വാങ്ങുന്നതിലെ അഴിമതികള്‍ എന്നും ചര്‍ച്ചാവിഷയമായി. രാജീവ്ഗാന്ധിയുടെ കാലത്തെ ബൊഫോഴ്സ് തോക്കിടപാടും അന്തര്‍വാഹിനി വാങ്ങലുമാണ് സാര്‍വദേശീയതലത്തില്‍ വിവാദമായത്. ബിജെപി ഭരണത്തില്‍ പ്രതിരോധവകുപ്പ് ശവപ്പെട്ടി വാങ്ങിയതില്‍പ്പോലും അഴിമതി കടന്നുചെന്നു. ആദര്‍ശവാനായ ആന്റണി നയിക്കുന്ന പ്രതിരോധവകുപ്പിലെ ആദര്‍ശ് ഫ്ളാറ്റ് ഇടപാടുമായി ബന്ധപ്പെട്ട അഴിമതി ചില്ലറയല്ല. കാര്‍ഗില്‍ രക്തസാക്ഷികളുടെ ആശ്രിതര്‍ക്കുള്ള ഫ്ളാറ്റുകളാണ് ചിലര്‍ അടിച്ചുമാറ്റിയത്. വിദേശരാജ്യങ്ങളില്‍നിന്ന് വിമാനങ്ങള്‍ വാങ്ങുന്നതില്‍ കമീഷന്‍ തട്ടിപ്പുകള്‍ നിലനില്‍ക്കുന്നു.

 

കോണ്‍ഗ്രസ് പാര്‍ടിയുടെ ഫണ്ടിലേക്ക് കോടികള്‍ ഒഴുകിയെത്തുന്നത് എ കെ ആന്റണിയുടെ പ്രതിരോധവകുപ്പില്‍നിന്നാണ്. നെഹ്റുവിന്റെ കാലത്തുതന്നെ നാടിനെ നടുക്കിയ അഴിമതിയാരോപണങ്ങള്‍ ഉയര്‍ന്നിരുന്നു. 1957ല്‍ ലൈഫ് ഇന്‍ഷുറന്‍സ് കോര്‍പറേഷന്‍ ഹരിദാസ് മുന്ധ്രയുമായി നടത്തിയ ഇടപാടുകള്‍ ധനമന്ത്രി ടി ടി കൃഷ്ണമാചാരിയുടെ രാജിയിലാണ് കലാശിച്ചത്. പഞ്ചാബില്‍ മുഖ്യമന്ത്രി പ്രതാപ്സിങ് കെയ്റോണിനെതിരെയും കശ്മീരില്‍ മുഖ്യമന്ത്രി ഭക്ഷി ഗുലാം അഹമ്മദിനെതിരെയും ഉയര്‍ന്ന ആരോപണങ്ങളാണ് നെഹ്റുവിന്റെ ഉറക്കംകെടുത്തിയത്. എഴുപതുകളില്‍ ഇന്ദിര ഗാന്ധി പ്രധാനമന്ത്രിയായിരുന്നപ്പോഴാണ് ജയപ്രകാശ് നാരായണന്‍ അഴിമതിവിരുദ്ധ സമരം നടത്തിയത്.വിദ്യാര്‍ഥി പ്രക്ഷോഭത്തെത്തുടര്‍ന്ന് ഗുജറാത്ത് മുഖ്യമന്ത്രി ചിമന്‍ഭായ് പട്ടേലിന് രാജിവയ്ക്കേണ്ടിവന്നു.

 

ഇന്ത്യയെ അഴിമതിയുടെയും മാഫിയാ പ്രവര്‍ത്തനങ്ങളുടെയും കേളീരംഗമാക്കിയത് നരസിംഹറാവു- മന്‍മോഹന്‍സിങ് കൂട്ടുകെട്ട് തൊണ്ണൂറുകളിലാരംഭിച്ച ആഗോളവല്‍ക്കരണനയങ്ങളാണ്. ഹര്‍ഷദ് മേത്ത, കേതന്‍ പരേഖ് തുടങ്ങിയ കാളകൂറ്റന്മാര്‍ ഓഹരികുംഭകോണത്തിലൂടെ 5000 കോടിയോളം രൂപയാണ് കവര്‍ന്നെടുത്തത്. പൊതുമേഖലാ ബാങ്കുകളിലെ 50 ലക്ഷം കോടിയോളം വരുന്ന നിക്ഷേപം ഓഹരിവിപണിയിലെ ചൂതാട്ടക്കാര്‍ക്ക് തുറന്നുകൊടുത്തു. അഴിമതിക്കേസില്‍ പ്രധാനമന്ത്രിയായിരുന്ന പി വി നരസിംഹറാവു, ടെലികോം കേസില്‍ മന്ത്രി സുഖ്റാം, ഹവാലക്കേസില്‍ ബലറാം ജാക്കര്‍ എന്നിവര്‍ പ്രതികളാവുകയും ശിക്ഷിക്കപ്പെടുകയും ചെയ്തു. മഹാരാഷ്ട്ര മുഖ്യമന്ത്രി എ ആര്‍ ആന്തുലെയുടെ സിമന്റ് കുംഭകോണവും ബിഹാര്‍ മുഖ്യമന്ത്രി ലാലുപ്രസാദ് യാദവിന്റെ കാലിത്തീറ്റ കുംഭകോണവും ഝാര്‍ഖണ്ഡ് മുഖ്യമന്ത്രി മധു കോടയുടെ ഖന അഴിമതിയും മഹാരാഷ്ട്ര മുഖ്യമന്ത്രി അശോക് ചവാന്റെ ഫ്ളാറ്റ് അഴിമതിയും കര്‍ണാടക മുഖ്യമന്ത്രി യെദ്യൂരപ്പയുടെ ഖനി അഴിമതിയും ദേശീയതലത്തില്‍ കോളിളക്കമുണ്ടാക്കി.

 

ആഗോളവല്‍ക്കരണനയങ്ങള്‍ നടപ്പാക്കുന്നതുവരെയുള്ള നാലുദശകങ്ങളില്‍ ഇന്ത്യയില്‍ നടന്ന ഏറ്റവും വലിയ അഴിമതി 64 കോടി രൂപ കമീഷന്‍ പറ്റിയ ബൊഫോഴ്സായിരുന്നു. 1991 മുതല്‍ 2001 വരെയുള്ള ദശകത്തില്‍ ആയിരത്തിലേറെ കോടി രൂപയുടെ 26 അഴിമതിയാണ് പുറത്തുവന്നത്. ടുജി സ്പെക്ട്രം അഴിമതിയിലൂടെ രാജ്യത്തിന് നഷ്ടപ്പെട്ടത് 1.76 ലക്ഷം കോടി രൂപയാണ്. ടുജി സ്പെക്ട്രം അഴിമതിക്ക് നേതൃത്വം നല്‍കിയ ആണ്ടിമുത്തു രാജയെ ടെലികോം മന്ത്രിയാക്കാന്‍ ടാറ്റയും അംബാനിയും നടത്തിയ സമ്മര്‍ദതന്ത്രങ്ങളാണ് നീരാ റാഡിയ ടേപ്പുകള്‍വഴി പുറത്തുവന്നത്.

 

മന്‍മോഹന്‍സിങ്ങിന്റെയും ചിദംബരത്തിന്റെയും അറിവോടെയാണ് സ്പെക്ട്രം തീരുമാനമെന്ന് രാജ വ്യക്തമാക്കിയതോടെ കൂട്ടുപ്രതികള്‍ ആരെന്ന് വ്യക്തമായി. രണ്ട് യുപിഎ സര്‍ക്കാരുകള്‍ 2004 മുതല്‍ നടത്തിയത് 5.75 ലക്ഷം കോടി രൂപയുടെ അഴിമതിയാണ്. കല്‍ക്കരിപ്പാടങ്ങള്‍ ലേലംചെയ്യാതെ തന്നിഷ്ടക്കാര്‍ക്ക് കൊടുത്തതുവഴി രാജ്യത്തിന് നഷ്ടം 1.86 ലക്ഷം കോടി രൂപയാണെന്നാണ് സിഎജി റിപ്പോര്‍ട്ട്. മന്‍മോഹന്‍സിങ് കല്‍ക്കരിവകുപ്പിന്റെ ചുമതലവഹിച്ചിരുന്നപ്പോള്‍ അദ്ദേഹത്തിന്റെ അധ്യക്ഷതയിലുള്ള ഊര്‍ജ ഏകോപനസമിതിയാണ് കല്‍ക്കരിപ്പാടങ്ങള്‍ സ്വകാര്യമേഖലയ്ക്ക് കൈമാറാന്‍ തീരുമാനിച്ചത്. എസ്സാര്‍ പവര്‍, ജിന്‍ഡാല്‍, ടാറ്റാ തുടങ്ങിയ കുത്തകസ്ഥാപനങ്ങള്‍ വന്‍ സാമ്പത്തികനേട്ടമുണ്ടാക്കി.

 

ഇന്ത്യയിലിപ്പോള്‍ കോടികളുടെ പൂജ്യത്തിന് അഴിമതിയുടെ കണക്കുപുസ്തകത്തില്‍ വിലയില്ലാതായിരിക്കുന്നു.

 

സിഎജി റിപ്പോര്‍ട്ടുകള്‍ അഴിമതിയുടെ തുടര്‍ക്കഥകളാണ് അനാവരണം ചെയ്തുകൊണ്ടിരിക്കുന്നത്. ഡല്‍ഹി വിമാനത്താവളത്തിന്റെ 240 ഏക്കര്‍ ഭൂമി വിമാനത്താവള വികസന കമ്പനിക്ക് സ്വകാര്യ ആവശ്യത്തിന് ഉപയോഗിക്കാന്‍ വിട്ടുകൊടുത്തതിലൂടെ നഷ്ടപ്പെട്ടത് 1.64 ലക്ഷം കോടിയാണ്.

 

മധ്യപ്രദേശിലെ സസാനില്‍ റിലയന്‍സ് കമ്പനിക്ക് വൈദ്യുതപദ്ധതിക്കായി കല്‍ക്കരിപ്പാടം നല്‍കിയതുവഴി 29,000 കോടി രൂപയുടെ നഷ്ടമുണ്ടായി.

 

കാല്‍ലക്ഷം കോടി രൂപയുടെ കോമണ്‍വെല്‍ത്ത് അഴിമതി കല്‍മാഡിയുടെ കണക്കില്‍മാത്രം എഴുതിത്തള്ളാനാകില്ല.

 

അഴിമതിയുടെ കറുത്ത കരങ്ങള്‍ ദില്ലി മുഖ്യമന്ത്രി ഷീലാദീക്ഷിതിലേക്കും പ്രധാനമന്ത്രിയുടെ ഓഫീസിലേക്കും എത്തിയിരുന്നതായി കാണാം. 7000 കോടി രൂപയുടെ ടട്രാ ട്രക്ക് അഴിമതിയും കെ ജി ബേസിനിലെ പ്രകൃതി വാതക വില്‍പ്പന അഴിമതിയും ഉന്നതന്മാരുടെ ഇടപെടല്‍മൂലം ഉണ്ടായതാണ്.

 

 

ബഹിരാകാശവകുപ്പ് എസ് ബാന്‍ഡ് സ്പെക്ട്രം ദേവാസ് കമ്യൂണിക്കേഷന് നല്‍കിയിരുന്നെങ്കില്‍ രണ്ടുലക്ഷം കോടി നഷ്ടപ്പെടുമായിരുന്നെന്ന് വെളിപ്പെടുത്തിയത് സിഎജിയാണ്. എ കെ ആന്റണിയെപ്പോലെ പുണ്യവാളവേഷം കെട്ടിയ ആളാണ് മന്‍മോഹന്‍സിങ്. ഇന്ത്യയില്‍ അരങ്ങേറിയ ലക്ഷംകോടി അഴിമതികളിലെല്ലാം മുഖ്യനായകന്‍ സര്‍ദാര്‍ജിയാണ്. 2006 മുതല്‍ 2009 വരെ മന്‍മോഹന്‍സിങ് കല്‍ക്കരിവകുപ്പ് കൈകാര്യംചെയ്ത കാലത്താണ് ലേലമില്ലാതെ കല്‍ക്കരിപ്പാടങ്ങള്‍ സ്വകാര്യമേഖലയ്ക്ക് കൈമാറിയത്.

 

മന്‍മോഹന്‍സിങ്ങും ടെലികോംമന്ത്രി രാജയും തമ്മില്‍ നടത്തിയ കത്തിടപാടുകള്‍ ടുജി സ്പെക്ട്രം അഴിമതിയിലെ പ്രധാനമന്ത്രിയുടെ പങ്ക് വ്യക്തമാക്കുന്നു. ലോകത്തില്‍ ഏറ്റവുമധികം കള്ളപ്പണമുള്ള രാജ്യം ഇന്ത്യയാണെന്ന് ട്രാന്‍സ്പരന്‍സി ഇന്റര്‍നാഷണല്‍ പറയുന്നു. ഇന്ന് സ്വിസ് ബാങ്കിലും മറ്റു വിദേശബാങ്കുകളിലും ഏറ്റവുമധികം നിക്ഷേപമുള്ളത് ഇന്ത്യക്കാര്‍ക്കാണ്. ബിസിനസുകാര്‍ക്കു പുറമെ രാഷ്ട്രീയക്കാരുടെയും ഉദ്യോഗസ്ഥ പ്രമുഖരുടെയും അഴിമതിപ്പണമാണ് അളവറ്റ വിദേശനിക്ഷേപമായി മാറുന്നത്. ലൈസന്‍സ്- പെര്‍മിറ്റ് രാജ് അവസാനിച്ചാല്‍ അഴിമതി ഇല്ലാതാകുമെന്ന നവ ഉദാരവല്‍ക്കരണനയക്കാരുടെ വാദം രണ്ട് ദശകത്തിനിടയില്‍ തകര്‍ന്നുതരിപ്പണമായി.

 

രാജ്യത്തിന്റെ പൊതുസ്വത്ത് കോര്‍പറേറ്റുകള്‍ക്ക് വാരിക്കോരി നല്‍കിയാല്‍ ഉല്‍പ്പാദനവും തൊഴിലും വരുമാനവും വര്‍ധിക്കുമെന്ന പ്രചാരണം പൊള്ളയായിത്തീര്‍ന്നു. സര്‍ക്കാരില്‍നിന്ന് വന്‍തോതില്‍ ആനുകൂല്യങ്ങള്‍ നേടി പൊതുപണം കൊള്ളയടിച്ച കോര്‍പറേറ്റുകള്‍ അവരുടെ ലാഭവിഹിതം ചില രാഷ്ട്രീയകക്ഷികള്‍ക്കും ഉദ്യോഗസ്ഥപ്രമുഖര്‍ക്കും കൈമാറിയിരുന്നു. പ്രകൃതിവിഭവങ്ങള്‍ ചുളുവിലയ്ക്കാണ് കുത്തകകമ്പനികള്‍ക്ക് സര്‍ക്കാര്‍ കൈമാറിയത്. കഴിഞ്ഞ എട്ടുവര്‍ഷത്തിനിടയില്‍ 25 ലക്ഷം കോടിയില്‍ അധികം രൂപയാണ് കസ്റ്റംസ്- എക്സൈസ് തീരുവകളില്‍ കോര്‍പറേറ്റുകള്‍ക്ക് നികുതിയിളവായി നല്‍കിയത്.

 

നികുതി വര്‍ധനയിലൂടെയും സബ്സിഡികള്‍ വെട്ടിക്കുറച്ചും സാധാരണക്കാരെ പിഴിയുന്ന കേന്ദ്രസര്‍ക്കാര്‍ ഭരണത്തിന്റെ എല്ലാ മേഖലകളിലും കോര്‍പറേറ്റുകളെ ഏത് വിധേനയും സഹായിക്കാനുള്ള വ്യഗ്രതയിലാണ്. കോര്‍പറേറ്റുകളുടെ ആജ്ഞാനുവര്‍ത്തികളായ ഇന്ത്യയിലെ ഭരണസംവിധാനം അവര്‍ക്കുവേണ്ടി നടത്തുന്ന ഭരണ ആഭാസമാണ് ഇന്ത്യയെ ഒരു അഴിമതി രാഷ്ട്രമായി വളര്‍ത്തിക്കൊണ്ടിരിക്കുന്നത്.

 

 

അഴിമതിക്ക് വഴിയൊരുക്കുന്ന കോര്‍പറേറ്റ് രാഷ്ട്രീയവും സ്വകാര്യവല്‍ക്കരണവും രാജ്യത്തിന്റെ സാമ്പത്തിക സ്വാതന്ത്ര്യത്തിന്റെ കടയ്ക്കല്‍ കത്തിവയ്ക്കുന്നു. ഹിംസാത്മക മൂലധനതത്വത്തിന്റെ ഉല്‍പ്പന്നങ്ങളായ സ്വതന്ത്രവ്യാപാരവും തുറന്ന വിപണിയുമാണ് അഴിമതിയുടെ തായ്വേരുകള്‍. സാമ്പത്തിക-കമ്പോള കുത്തകകള്‍ക്കും ശക്തികള്‍ക്കും ഇന്ത്യയെ അടിയറവയ്ക്കുന്ന തെറ്റായ നയങ്ങള്‍ തിരുത്താന്‍ ശക്തമായ ബഹുജനമുന്നേറ്റം അനിവാര്യമാണ്.
